No Korean entity? Your RRA filing needs a local representative.
Under Article 58-13 of the Radio Waves Act (전파법), a manufacturer with no address or business office in Korea must designate a local representative in Korea, in writing, for its conformity assessment. Kontactic's Seoul company takes that role — and can file your SDoC (자기적합확인) or Conformity Registration (적합등록) with the National Radio Research Agency (RRA).
What Article 58-13 requires
Radio equipment and most electrical and electronic products — for EMC — must pass conformity assessment under the Radio Waves Act (전파법) before they can be sold in Korea. The assessment is run by the National Radio Research Agency (RRA, 국립전파연구원) and is what puts the KC mark on these products.
A manufacturer that has no address or business office in Korea and wants a conformity assessment must designate, in writing, a person with a Korean address or office as its local representative (국내대리인). The designation is made on RRA's Designation of Agent form (대리인 지정(위임)서) and applies to all four routes: Certification (적합인증), Registration (적합등록), SDoC (자기적합확인) and Interim Certification (잠정인증).
The role carries weight. Under the Act, a violation committed by the local representative is treated as a violation by the party that obtained the conformity assessment — the manufacturer. A false designation can lead to the assessment being cancelled. That is the practical reason to choose a representative that answers RRA on time and keeps its records in order.
What we do as your local representative
Local representation runs for as long as your assessments are on the RRA record. Filings are optional and can be added for any product.
Named as your representative
Kontactic's company name, Korean address and contact details are listed as your local representative on the designation and on the RRA record.
RRA and MSIT communications
We receive notices and requests from RRA and the Ministry of Science and ICT (MSIT, 과학기술정보통신부) and relay them to you within two business days.
Routine submissions
We submit the documents RRA requests in the course of routine administration, using the records you provide.
Post-market surveillance support
If RRA selects your product for market surveillance, we take in and submit the samples, report any nonconformity, and coordinate corrective action with you.
Change of representative
Already listed with another representative? We file the change of local representative with RRA so your existing assessments name Kontactic.
SDoC and Registration filings (optional)
We publish your SDoC (자기적합확인) or file your Conformity Registration (적합등록) application, using the test reports from your lab.
Where our role ends
We are your representative in Korea, not your test lab or your compliance engineer. You stay responsible for the technical compliance of your products.
Testing stays with your lab
Your appointed test lab tests the products, and the test reports stay with you or your lab. Kontactic does not test.
No technical determinations
We do not decide which standards apply, judge whether a product complies, or change product designs. Those calls belong to you and your lab.
The assessment is yours
The certificate, registration or SDoC listing is issued to you, the manufacturer. Kontactic is listed as your local representative and does not hold it.
Samples and indemnity
If RRA requests samples, you ship them within the timeframe set in our agreement. Under our agreement, you are responsible for product compliance and indemnify us.
SDoC or Conformity Registration?
The route is set by your product's category in RRA's notice, not by preference. A product eligible for SDoC may go through Registration instead; a product listed for Registration cannot use SDoC. Your test lab confirms which applies, and we file either one.
SDoC (자기적합확인)
A self-declaration, written and published on RRA's public-disclosure system. There is no application or review step, and the test report is published only if you choose to. The result is a public listing with a management number.
Conformity Registration (적합등록)
An electronic application to the Director of RRA, followed by document review. It carries the conformity confirmation and the designation form, and government fees are passed through at cost. The result is a registration certificate (등록필증).
How representation starts
Scope review
Send us your model list — base models and derivatives — and the route your test lab identified. We confirm the scope and send a quote.
Agreement and designation
We sign the representation agreement, and you sign RRA's Designation of Agent form (대리인 지정(위임)서) naming Kontactic.
Filing or change
We publish your SDoC or file your Conformity Registration — or, if your products are already assessed under another representative, file the change of local representative.
Ongoing representation
We stay on the RRA record as your local representative: relaying communications, handling routine submissions, and supporting any market surveillance.
A representative that answers on time
A local representative is only useful if it responds when RRA writes and keeps your records straight. Kontactic is a Korean company that works with customs and product-compliance rules every day for overseas brands selling in Korea.
- A Korean company with its office in Seoul (15F, 141 Songpa-daero, Songpa-gu).
- Commendation from the Commissioner of the Korea Customs Service (2021).
- Led by a KOTRA-certified global business consultant.
- The same team runs our KC certification service, so lab coordination is available if you need it.

Your test lab told you that you need a Korean representative?
That is the usual starting point. Send us the lab's note, your model list and the route it identified, and we will reply with scope and a quote. If you do not have a test lab yet, our KC certification service coordinates testing at accredited labs.
Common questions about RRA local representation
If your company has no address or business office in Korea, yes. Article 58-13 of the Radio Waves Act (전파법) requires a manufacturer in that position to designate, in writing, a person with a Korean address or office as its local representative for the conformity assessment — whether the route is Certification (적합인증), Registration (적합등록), SDoC (자기적합확인) or Interim Certification (잠정인증).
No. Testing is done by your appointed test lab, and the test reports stay with you or your lab. We do not make technical compliance determinations or change product designs. If you need a lab, our KC certification service coordinates testing at accredited labs.
It depends on your product category, which RRA's notice assigns to a route. SDoC (자기적합확인) is a self-declaration published on RRA's disclosure system; Conformity Registration (적합등록) is an application reviewed by RRA that results in a registration certificate. A product eligible for SDoC may use Registration instead, but not the other way around. Your test lab confirms the route; we file whichever applies.
Yes. RRA's notice sets out a procedure for changing a designated local representative. We file the change so your existing assessments name Kontactic, as part of onboarding.
No. The certificate, registration or SDoC listing belongs to you, the manufacturer. Kontactic is listed as your local representative.
We receive the request and relay it to you, take in the samples you ship and submit them, report any nonconformity, and coordinate corrective action with you. You ship samples within the timeframe set in our agreement and remain responsible for the product's compliance.
Under the Act, a violation by the local representative is treated as a violation by the party that obtained the conformity assessment, and a false designation can lead to the assessment being cancelled — which is why the choice of representative matters. Under our agreement, you are responsible for the technical compliance of your products and indemnify us for product nonconformity.
We quote after reviewing your product range: the number of base models and derivatives, which filings you need, and whether you are changing from another representative. Government fees for Conformity Registration are passed through at cost.
